max_smokepuffs 0

Change your image quality to performance in nvidia control panel.
Should help a bit, although if you're running in 32bit you wont get 100fps in smoke with a FX5200, have one in my old pc with a 2.8ghz p4 and the most i get is about 65fps.
Good Luck.

@TMARAGORN
I m sayng that CPU is 98% important for CS to not fall your fps down. You can all see that CS has not that good graphic.
I have tested on 6600 GT with 2.6 Processor 1024 cache. = 100 fps and with 2 smokes fall on 70.
And I have tested on Core2Duo processor with fx 5200 = 100 fps with 3-4 smokes without falling.
